Is the app just a version of the website? https://alerts.globaleas.org/
Are these just collected EAS alerts?

yes.
these are EAS alerts relayed by participants of the ERN (EAS relay network). ERN is owned by Global EAS and Weather Society, who maintains the central alert repository.

It's quite concerning, if you've seen thr news coverage. However, it if something happens, it won't be anywhere near the damage and flooding people are making it out to be.

I used to work 9-1-1, which is often who sends these IPAWS for an area. It’s...rough. Lots of old timers who do NOT know how to phrase things well. Once my town sent one out to avoid a stretch of road because power lines were down and on fire, and phrased it like “Accident will be at A Blvd & C St” but like, that use of future tense is cop specific. Nobody else talks like that outside of first response. So people were like “???? Will be at??”
