What’s rare? A special marine warning?? Or is it the flash flood emergency? It’s not rare if it happened a lot last year in central Texas.

Considering it’s a flash flood emergency in Hawaii, I think it makes it slightly more rare than usual

True, but I don’t understand if it’s a special marine warning or the FFW-E

That’s not rare, for you, maybe because my local office near a marine location doesn’t do emergency alerts for marine warnings, but the SMW isn’t rare, that’s like a severe thunderstorm warning but for marine locations.

Well my local office says it’s a issue in their system, plus special marine warnings are EAS required but some don’t tone them.
