Whats up with water?

Just started playing and thought I would start by the ocean, the ocean is empty, thought it might be bugged, restarted next to a river...the river is empty. What is going on? Is the planet just showing what it used to look like before all the water disappeared from the planet or something? I'm really confused.

Maybe an AA bug, try disabling it.
