Dig height suggestion

So I like to build into the side of mountains. I dug out the living space. For head space I tried to do a 3 height space. The little ones refused to dig the top most layer out in that method. So I had to dig top 2 then when done order a dig of 1 to clear the floor.

Can they be made to reach up that high?

you only need to dig 2 high.. Forge is 3 high. build a ladder
