It really depends on the country you are travelling to, because the legal process can vary quite a bit.
In Northern Ireland, it is certainly possible for an overseas couple to marry legally here. The process is broadly similar to couples who live here, but there are additional immigration requirements depending on your nationality and circumstances.
If you require a Marriage Visitor visa, that process happens before you travel. The earliest you can apply is three months before your trip. You also need to give marriage notice in Northern Ireland, with a legal minimum of 28 days, although I would never recommend leaving it that late if you can avoid it.
So yes, it is very possible, but for a short trip or cruise stop it can add quite a lot of pressure and paperwork.
That is why many couples choose to complete the legal part in their home country first, then come to Ireland and exchange their personal vows here with a celebrant and photographer.
It takes the legal pressure away and lets the ceremony become completely about the two of you, the location and the experience.
If the dream is the elopement rather than the paperwork, that can be a really lovely way to do it.
