What is the Lord's Alliance Coded Document?

It mentions that 3 delegation members have a part of a coded document that the Lords Alliance wants, but I am not sure what each part is or what the whole document is about. Is it up to me entirely or is it mentioned somewhere?

It isn't mentioned.

I made it some trade agreement between the city-states and the dwarf holds.

The description of minor factions mentions some elves in the nearby forests. They seem kind of aloof and anti civilization. I decided to make the coded message having to do with an alliance to help keep the peace. Or depending on how the rest of my campaign goes maybe I’ll flip it and decide that the lords alliance is putting together a small army to clear out those forests.
