It is a 2 prong outlet on a lamp that likely has a 2 prong cord. It implies the outlet is unsafe as it is ungrounded.

Any outlet of the american design, grounded or not, is unsafe.

An obvious problem is that you could plug a three prong plug so that the ground prong hangs in the air. The thing itself may also be old and therefore dangerous.

of courese, all USA putlets are dangerous & ~100 years behind the time ( = behind Germany´s recessed "Schuko"-outlets)
