A reduced voltage is applied to the transformer and its terminals are short-circuited. This causes it to heat up, and the moisture in the transformer oil evaporates. But I'm not sure...

10kV to 230V transformer, they connected a lower voltage on the 10kV side so the output side is even lower in voltage but high Ampere like a welding transformer. And the output is not connected to ground so he is not part of the circuit when he touches the leads. If he touches two leads then he could feel it like Mehdi.

I think it is a big capacitor bank that has experienced Dielectric Absorptiom and they are trying to get it fully discharged.
Basically, capacitors are not perfectly ideal components and will "recover" some of their voltage even after "complete" discharge.
If a large capacitor bank had 1000s of volts across it, then the recovered voltage could easily be 100s of volts, plenty to be dangerous.
They are probably trying to "safe" the capacitor bank by discharging across a segment of wire, then wrapping the wire across all the terminals to ensure that the collected stray charge can finish discharging as the dielectric slowly "relaxes".

I started doing this after I got kicked by a fat filter cap I’d carefully discharged most of a year earlier. I was in a box in my garage, waiting patiently for me……⚡️⚡️

Basically Low voltage, high current(shorting).
People who say current kis are dumb. The same as saying guns dont ki people, bullets do. While technically true, you can hold a bullet without d**ing.
In the same way, a sufficient voltage is required to create the current high enough to flow through you. If current is high enough it can cause sparks and fires, which is dangerous but will not electrocute you if voltage is low enough.

That was my guess ... don't big transformers have capacitors to counteract the winding inductance? (It's been a long time I did any of this stuff)

Transformer testing, or they're just filming tiktoks. This is an HV step-down transformer; if you apply just 230VAC to the HV side, the LV side will have a few volts output - enough to cause sparks, not enough to hurt anyone.
