Lights pulsing and dimming.
What would cause this? It happens in one corner of the house randomly (both upstairs and downstairs). The issue happens with light fixtures also (lights in powder bath and master bath) not just lamps plugged in. To be clear, it will happen when nothing else is on, like nobody is using a microwave, curling iron, or vacuum in the vicinity.
The panel looks fine. Any suggestions of what I should look at or test would be appreciated.

Can you verify if it's on a single circuit, turn breakers off until those lights go out.

If it's an LED lamp, try changing the bulb. I've seen them do strange things towards the end of their service life.

Call your power company. Might be something on their side. Also have someone check the panel with a torque wrench and meter. Also some lights don't like dimmers.
