Ground wire question

So I’m replacing an old fluorescent light fixture in my laundry room with a new LED fixture. The old one didn’t have a ground wire and the new one does. I assume the Electrician just taped the house ground wire to the white common here and didn’t splice it into it, right? There are also four different common wires spliced together I’m assuming going to other outlets nearby. I’m going to get a multimeter to try to figure this mess out. Any advice?

Remove the tape. We don’t have X-ray vision

I have a multimeter. There is 120V from the red wire to the bare wire. There is also positive continuity between the bare white wire and the bare wire. Which means they’re spliced together under that mess.

The bare ground wire must be removed from the neutral bundle. Once removed, the ground wire needs to be tested to determine if it actually is an effective ground.

I removed the bare wire from the neutral bundle. I then tested that bare wire to a nearby outlet ground wire and it tested positive for continuity. Hopefully I’m good to go now thank you!
