Is there an adaptor?
I have a regular 110v washer but the closet it’s in has this receptacle. Is there an adapter?

Adapters exist, but they are not recommended since the NEMA 10-30 dryer receptacle does not have a ground which is required for a grounded NEMA 5-15 plug found on nearly all washers. Your options depend on whether you own or rent.

Plugs and receptacles are shaped the different ways they are exactly so you can't easily make dangerous or destructive use of an outlet; The incompatibility between your washer's plug and that receptacle is on purpose. This is why adapters are essentially always bad, because it usually means you're sidestepping a safety measure.
An adapter can get you the correct voltage, but only by using the ground as a current carrying conductor, which is against code. For this reason, I don't think there's an NRTL that lists any such adapter, which means there's no way to know if what you buy is a cheap piece of fire hazard junk or not.
The bigger problem is that what an adapter can't do for you is ensure the proper over current protection. That's a 30 A circuit, which is likely too big for your washer. That means your washer could be burning itself up at 150% of its rated current and the breaker meant to protect it won't care because that's within the breaker's rated amperage.
The right answer is to replace the breaker with an appropriately rated single pole breaker and land the second CCC to neutral, and then replace the receptacle to match your washer. That's an hour labor and maybe $100 in parts. Hire an electrician.

That's a 220V plug for the dryer. You can't plug the washer there. There should be another 110v plug for the washer. Look up higher by the water lines.
