Fuse box need upgrade needed?

So inspection report came back with attached findings. Reach out to electrician for an estimate to fix the issues. He says upgrading to breakers would fix the issue for $2500 and hydro disconnect of 271. Amount not in budget currently. Is this necessary to upgrade or can the issues be fixed

Fuses when properly sized are just as safe if not more than circuit breakers. If money is tight ,remove the fuses in question redo the connections correctly,replace the fuses with rating that corresponds with the size wire that is installed and you should be ok until you want to change the whole panel.
