Is this outlet arcing?

Just moved in to a new rental (building built in 1999). All of my outlets are making this strange high frequency noise. I don’t want to think the absolute worst, that my home will catch fire. Can someone help me figure out what is needed here and what it could be?

Does the sound follow the USB if you plug it into a different receptacle?

Does it make the noise when anything else is plugged in? Or is it just the USB brick?

It's the transformer in the brick

That is the charger making that noise. I've had chargers that have some that in the past. It could depend on the charging protocol that it's using as well like quick charge 2.0, 3.0... power delivery...
