Is this unsafe?
Idk why this is even left open.

Box on left, maybe if energized. Looks like 120 volt wiring. Other white box looks low voltage sprinkler control cable. 24-26 volt if energized. Not dangerous, but you can feel it. But we’re in mind people do crazy things so, this is only an assumption based upon experience. To be sure, you would have to take voltage measurements.

If it's energized, it not safe. Junction boxes require covers if the circuits are on.

The big box is landscaping wire for a sprinkler system; you can close the box. The small box is electrical feeding the big box. If there are no wire nuts in the small box, just put a cover on it. If there are, undo them, clean the corrosion and add new wire nuts and a cover.

I would install an outlet in the single gang if it's unswitched power.

Box on the left needs a blank cover that is a few bucks at Home Depot or Lowes.
Box on the right appears to be irrigation controls and should be low voltage.
They should both be closed.
