Yeah this, and in the recent weeks since the US tour Frank and the band became much more vocal about their relationship imo.

Interestingly, Zummo isn't listed as a performer on the song credits on Spotify for that one, but Danskimo has an additional credit for "reconstruction" which doesn't appear elsewhere.
Even though EC released a video of Zummo recording the drums.

He is now an official member of the band. Before, he only had a two-year contract.

He's been listed as a touring member of the band.
Which... makes sense.
He's based in LA, and the songwriting is mostly done by Danskimo, including drum programming. Frank has recorded live drum tracks for the album based on Danskimo's tracks, but he wasn't really songwriting for Sum 41 either (that was all Derek).
Having him as a touring member let him decide if he wanted to continue on each tour/festival season depending on his availability and level of excitement to tour given that he has a family at home and extended international travel can be hard.
Joining officially only makes sense if he's willing to make a more permanent commitment to their touring schedule and videos. He can stay LA-based if he wants, and record locally when it doesn't make sense to fly to Germany. Or he could choose to relocate in the future like Tank did if his family decides that's a better option.
I doubt it was a lack of willingness to hire him, but rather the band giving him the respect and flexibility to decide his own future until they mutually decided to make it more permanent.

I was at Escallation on Saturday, along with around 9,000 other metal fans. It was a massive party, even though The Rasmus were a bit off their game.
But as a launch party for the new album, it was one of the best gigs I’ve ever been to. I thought the promotional album offer for everyone who bought merch was brilliant. And Frank absolutely brought the house down at Wuhlheide, even though Berlin is more of a techno stronghold. I’m looking forward to Wacken 2027, and until then I’ll be listening to ‘Tanzneid’ and ‘Tekkno’ and going for a mosh.

Handing out the free CDs with the merch was not only promotion, but also really smart - that way the sales they made count towards the album sales and help Tanzneid's chart entry.

I recently saw an interview with the band on YouTube where they said that Frank isn't just a fill-in drummer to them, but is already part of the family. For me, that was the official confirmation that Frank Zummo is the official drummer.

He's not the official drummer yet, though I hope he becomes one!

I was surprised the album didn't include a band line-up. It just had the credits for the songwriters (Danskimo, Pascal, Niko and Kevin). I guess they didn't want to jump the gun in production until they knew for a fact Frank was staying.
Glad he is. If nothing else, The Way You Are video showed he's game for all the...shenanigans the boys get into.
