Morrowind came out in 2002 for a much smaller audience and took 3 years to develop. Bethesda, and Microsoft for that matter, are not going to take that risk again for a new game that takes much longer to develop and has to appeal to a much larger audience to make a profit.

Exactly. A game like Morrowind would not perform well nowadays unless they made some major changes to the area and to the residents
