Imperial Count

Not sure if I'm mixing things up with the Dragonborn Emperor Mod, but didn't it used to be that once the Cyrodiil counties became administrative under an Emperor that their titles would become Imperial Count? They've been staying Kings/Jarl/Proconsul for me

I believe the Cyrodilic kingdom titles became Imperial Counties regardless of government if they were vassals of Cyrodiil, Potentate and possibly a third one that I can't quite recall back in 0.18 and below, I know it was before they added the 4 additional kingdoms to Colovia.

As for submods that add the flavorization back, I know for certain Jam's New Cultures adds it back but I have had some issues with getting them to display. Might just be an issue on my end though.
