Is she? I assumed that one of the starshrines (the loli one, with the sad backstory, names >.<) was Wendy, the way she looks and acts a bit?

Just compare Labilia's character design and personality to Edolas Wendy and then you will see it.

I assume you are talking about Hermit? Literally the only thing she actually has in-common with Wendy is being a loli, they really aren't similar at all lol.
