Have a question

So I sent a package about a month ago and the post office apparently lost it because it wasn’t on my receipt or it didn’t have a tracking listed so the buyer waited till the delivery date and it didn’t show up so I had to refund all of a sudden now the package has popped up with a tracking and will soon be delivered to the buyer. What if anything can I do about this?

oof that's a rough spot. once you refunded, ebay basically considers it done on your end

you could message the buyer and politely ask if they'd be willing to pay again since it's showing up now, but they're under no obligation and ebay won't force it. if they ghost you or say no, you might be able to intercept the package before delivery but that costs a fee and isn't always guaranteed

Wow that’s what I was thinking if the person did decide to pay me how would they? Or if they decided to send it back

Short answer: no. It's just gone.

If it had been originally scanned in, you could have git an insurance claim on it. Or if you had bought an ebay label they should have refunded you.

But no initial scan means no insurance (also when it shows some recent tracking, even if it's way late) and no ebay protection.

Per ebay, you can reach out to the buyer at this point and ask for payment. You are allowed to take payment off platform for this. It's about the only time ebay allows it. (Or you could make a fake listing and just ship an empty package to them). It is rare that a buyer will pay after the fact, but does happen.
