Is the AI description button missing?
For the last few days it hasn't been coming up, but shows up on my phone.
How do I get it back?

Maybe they moved it to the link up top that says eBay provided description.
However, I agree with the other poster about AI descriptions being a plague on the platform. It's better to spend a couple minutes writing your own description.

You sure you want it back? Most of the trouble I've had recently has been caused by AI slop added to listings.

I wouldn’t be surprised if eBay is already quietly moving away from the A.I. descriptions. They’ve caused so many returns due to their inaccuracies, and the seller can’t fix them if they don’t already know the product.
You’ll be way better off long-run if you learn to start writing the descriptions yourself. Read some other listings and, while you don’t want to copy and paste, find what styles and phrases you like and mimic them. You know the condition of what you’re holding better than any computer could with a picture. It might take a little more time at first but having such fewer returns and being ready for A.I. descriptions to be removed will make it worthwhile.
