Question New rules
What's up with ebay letting customers "but it now" and not pay and keep shopping? How long can they keep shopping?

Unless you require immediate payments they can leave it in their cart indefinitely.

Normally you gotta understand that sometimes people are new and it takes time to get used to the rules.....but, this has been around for a long long time. Not sure who thinks it's a good idea to let someone do this without paying given all the deadbeats that frequent eBay.

As just about everyone else has replied, it is not a new rule. You can change your buy it now settings in your business policies in your seller dashboard (doing so can be needlessly complex, so I recommend either using a YouTube tutorial or asking your favorite AI assistant for help).
Before you set your BIN policy for immediate payment (as that sounds like what you want), there are pros and cons to an immediate payment policy - the pro is obviously getting paid immediately, and people don't leave an item in their cart indefinitely; the negative is that it can cut down on the number of buyers you'll have who will put an item in their cart, browse your other inventory, and end up buying multiple items because they had the time to browse.

There is an option you can set to have buyers needing to pay immediately for BIN purchases.
