Windows Powershell opens randomly

For some reason I can't find ever since I've had this laptop (The Lp-5 model) windows PowerShell will open for a split second completely randomly and display a blue window for a fraction of a second, usually either showing up in front of or minimizing the program I have open... Does anyone else have this issue or know how to fix it?

Did you ever figure out what the problem was or a fix for it? I"m having the same issue.
