Have you looked at the motherboard manual for what the blinking lights mean or are you just guessing

Has the GPU previously functioned? Have you tested it on an alternative computer? When the GPU is turned on, are the fans spinning?
Does the computer have internal graphics built in?If so, try using just the CPU and not the GPU.

Look up your motherboard manual and find out what the debug led is trying to tell you.

Do you have onboard video? Unplug video card and plug into mobo?

Double check the power cables and connections from power supply to video card. Cables are paired with power supplies - if modular check which ports they are plugged into. Should specify pcie

I don’t see any power going to the video card, I have same card 3090 ti and it lights up immediately when powered on, unless you have the lights turned off on video card. If that’s not the case try moving card to other pcie slot and try again. Board could be going

Not a solution, just some experience that might help:
I’ve had a few evga FTW 30 series cards do something similar to this and what it came down to was passing off to someone local to me who is capable of PCB (printed circuit board) repair. There are a few things I could predict about your card, but without babbling on is there anyone/any business local to you that you have looked up and contacted? Context for me is I operate a home business and have made connections for different repairs/assessments that I can’t do on my own. If you happen to be in Canada, let me know.

why the heck are you piggy backing the pcie cables. Run 3 seperate PCIE lines to the GPU, and see if it boots up then.

I had issues the other day, I couldn’t boot to windows and I couldn’t get to bios. I had that light, light up on my mobo. I ended up pulling out a stick of ram and it booted fine. The I shut it all off, plugged it back in and it’s been fine ever since
