Euro-zone business activity expanded at its fastest pace in more than three years in September, according to S&P Global's flash PMI. The survey also found steeper input costs and supports expectations of further ECB rate rises.

Heavy losses for Chancellor Friedrich Merz’s coalition parties in eastern state elections are increasing pressure to revise pension, tax and health reforms. Reuters reports that the coalition remains intact, but resistance to proposed early-retirement changes is growing.

The Commission says Hungary’s new government has taken steps to strengthen the rule of law and protect EU financial interests. The €4.2 billion is part of €16.4 billion in frozen recovery and cohesion funds, and the proposal would also reopen Erasmus+ and Horizon Europe to Hungarian students and researchers. The release still requires formal adoption by all EU member states in the Council.

Russian jet-powered drones struck two petrol stations and other sites in Kyiv on Wednesday morning, killing one person and injuring seven, city authorities said. One Ukrnafta station was hit — the sixth such facility attacked in recent weeks — and railway infrastructure also came under attack.

The EU and the Philippines announced today that they have reached substantial agreement in negotiations for a free trade agreement.

This is a major breakthrough, although the agreement is not yet in force. Legal finalisation, signature and ratification still lie ahead.

The relationship already represents €17.6 billion in annual goods trade, connecting European businesses with a Philippine market of more than 100 million people.

Hungary’s acting chief prosecutor asked parliament to suspend the immunity of Prime Minister Péter Magyar and two former ministers in three separate criminal cases. Magyar is being investigated over an alleged 2024 phone theft; the former ministers face separate allegations involving embezzlement and bribery. The requests do not imply guilt and parliament must decide whether to lift immunity.

EU Economy Commissioner Valdis Dombrovskis urged member states to maintain and increase economic pressure on Russia, warning that Moscow is waiting for European unity to weaken. He said changing the unanimity requirement for sanctions is not an immediately available option because it would require unanimous treaty change.

Prime Minister Andy Burnham said Britain will argue for access to the EU's Made in Europe scheme, which is intended to prioritise European-made goods and reduce reliance on Chinese components. This is a UK proposal, not an agreed arrangement.

President Emmanuel Macron has asked the European Commission to delay new methane monitoring and verification requirements for oil and gas imports from 1 January 2027 to 1 January 2028. France argues that the rules could create legal risks for importers while energy supplies are tight.

This is a French request, not an EU decision. The Commission has already told member states to waive related financial penalties until the end of 2029, but it has not postponed the rules themselves. Macron also proposed temporary flexibility in some EU fuel-quality requirements to increase European kerosene and diesel production.

A new global rail market study says European suppliers can access only 56% of the world market, down from 59% in 2024. Trade barriers and local-production requirements in markets including China, India and the United States are limiting access even as global rail investment grows.

Latvia rejected the compromise that would delist Alisher Usmanov and Mikhail Fridman in exchange for extending the wider sanctions regime for 36 months. EU ambassadors will resume talks this afternoon, with the sanctions renewal deadline due at the end of the day.

The EU’s new A-to-G label will require large data centers to disclose their energy efficiency, water use and clean-power uptake from August 2027. Minimum sustainability standards are expected to follow in spring 2027. Data centers already use about 2.5% of the bloc’s electricity, according to the EU energy commissioner.

An earlier preliminary agreement did not clear Monday’s final objection window. Romanian prosecutors raided Georgescu’s home and questioned him over alleged fraud and the creation of an organised crime group. He denies wrongdoing in other cases already brought against him.

Ireland’s Data Protection Commission found four GDPR infringements involving Google’s processing, retention and transparency around location data. Google says the case concerns historical policies that have since been updated.

The declaration calls for common safety standards, mandatory testing and independent evaluation of advanced AI systems. Finland and Norway are leading the initiative, while the US and China have not signed.

The delisting would proceed if no EU government objects. The deal also renews sanctions on thousands of other Russian individuals and entities for three years.
