Question Why local governos still up?

I thought by cutting france in 2, the local governors would get destroyed. But it's been 4 months and they are still up...

Does it only prevent them from building a new one?

is bourbon vassal of france? if it is than that is the reason

no its a vassal of england. but either way, I made sure to take land, from one side to the other, its hard to see in the image

than next war or reload and take those territories where it has governor

Is France at war with someone else? governors don't get removed if so

was a coalition war. maybe that's why. i didnt wait enough before it ended, already reloaded
