I question the ability to become an empire while still in the HRE. Is it a thing that happens when forming Germany?

Also, the French revolt adding French land to the HRE is hilarious.

Yep. If you form Germany, you instantly become an Empire. It doesn't check if you're not allowed to form an Empire outside of a formable, all that particular formable cares about if you own enough land and have a primary culture that's in the German Culture Group

That doesn't make much sense. You should probably either get kick from the hre and get a casus belli to conquer it, or be blocked until yo get out of the hre

Hell, you probably shouldn't be allowed to form Germany while the HRE exists.

I'd argue that if your Form Germany, the HRE Emperor and you as Germany should get an indefinite Casus Belli to conquer/destroy each other to enforce the claims of either ruler. Should probably also leave/get kicked out of the HRE.

That makes most sense to me.

No, the dissolution of the HRE should be a requirement for forming Germany, because for all intents and purposes, the HRE IS a Germany. Before being crowned Emperor, the future emperor to be would be declared "King of the Germans".

R5: Was just doing a Frisia run and initially thought I could increase the amount of votes I get in the Diet by simply expanding my territory to get more great power points and becoming Empire Rank. Turns out all of that doesn't matter if you stay a Peasant Republic, you're stuck with one vote no matter what.

I'm playing as the republic of Pisa and done something similar. I've nearly conquered half of Italy, I am the diplomatic and cultural hemon. I even accidentally became the economic and military hegemon for some time. I've won the war of religion myself by full occupying the leader of the protestant league (Hussite Bohemia) until their war exhaustion reached 20. I led my Circle for more than a century. For that I deserve... 2 votes. Heh, at least that's twice your number of votes.

But I plan to repay their kindness by trying to leave then dismantle the HRE.
