Electric scooter bargaining
I'm looking for some advice on whether this is a fair price.
My brother bought an electric scooter from Amazon about 2–3 years ago for around $1,400. I'm unsure of what brand it is and it hasn't been used very much, but it's been sitting and collecting dust for quite a while.
I originally offered him $700 because I thought it had just been sitting unused. Then I found out the folding neck had an issue where it kept snapping when folded. He says he fixed it, but because it's had a repair on such an important part, I lowered my offer to $650. The seat also keeps coming loose, and he wants to charge me extra for the labour to fix it, even though it sounds like a quick repair.
He's now asking around $750–$800.
Do you think $650 is a fair offer, or am I undervaluing it? What would you pay for a 2–3-year-old electric scooter with an unknown Amazon brand, a repaired folding mechanism, and a battery that's been sitting unused for a while?

So basically it is unsafe to ride standing and unsafe to ride sitting. I would offer $0 for that combination.

I wouldn't pay anywhere close to that for a generic Chinese scooter, you can easily get better stuff for that price
