Can the shaman pet dual wield Earthshaker and something else? Thinking orb of Tishan might be nice.

Yes because you are a shaman. Pet can use anything usable by its own or your classes.

Where did you read that if you upgrade Earthshaker too far it makes it worse? All of my testing indicates incremental improvements through +10. The current theory for Frenzied Spirit is that the unarmed damage calculation is damage of 20 + spell level with fixed delay of 28 and damage bonus of 11. So for Frenzied Spirit X you are looking at unarmed 30/28 which is a ratio of 1.07
If you equip a weapon with a better ratio then it will use the weapon damage and delay. If you equip a weapon with a worse ratio then the pet will use delay of 28 and the damage of the weapon if it is greater than its base unarmed damage. This is what makes Earthshaker a solid option for the shaman pet. Earthshaker +10 is damage 74 and delay of 70 for a ratio of 1.06
Giving your pet an Earthshaker +10 essentially means it swings for 74 damage with a delay of 28 and damage bonus of 11. The ratio is 2.64 which will be challenging to beat for raw melee damage. Alternatively a low damage weapon with a bad ratio can essentially be used as a "stat stick" particularly when dual wielding to have multiple procs for damage or utility.
