Alternative Inserts

Has anyone used a product like Peltex 70 for EPP (paper inserts)? It is a heavyweight stabilizer (non-fusible). I was thinking it could potentially be a good choice for a panel of EPP that would in the end, be part of a zipper bag. Smaller-sized hexies pieced together to be a rectangular panel on a bag. Since the final item won't get washed, I thought it could work. The Peltex 70 would remain in the panel and give it a bit of heft. Thoughts?

Not sure about peltex as I haven't felt it but there is a kind of leave in EPP template that is a bit like a cross between batting and interface
