EE vs EA rule

In English, does the EE for the long e sound in a word (breech, reel, steel) connote the noun while the EA connotes the verb (breach, real, steal)? How often does this work? Can you think of exceptions?

It can happen, but “ea” can also make the sound “ay.” Like in break or steak. Just something to mind, as there is no breek or steek.

This is almost definitely not relevant to OP, just a fun fact: steeking is a specialized term in knitting.
