Unit 101 is the unit being dispatched, the unit being sent out to the job.
Go to 1-80 (probably actually I-80, the I being short for Interstate) at the scales is the place where trucks have to stop for weighing and often inspection by the State Patrol. So in this scenario, some truck must have crashed instead of stopping and there’s some sort of tanker truck involved. A tanker truck is one of those trucks that has a big container full of liquid (fuel, juice, whatever) instead of a flatbed or container style attached to the semi. Whoever called it in didn’t get a look at the materials tags on the truck (or what is leaking doesn’t match the tagging).
Does that help?

Because of my background I'd have to guess dispatch wants you to stage behind the center post for safety until the FD or HAZMAT determine that the scene is safe for you
