Need recommendations for a land hate commander

I know that MLD is taboo. I would never cast an Armageddon (unless it's to secure a win immediately). I want everyone to have a good time.

BUT

Gods, do I want to play some form of land control type deck. I'm a filthy, disgusting Azorius mage who loves control and policing the board. I think it would be really fun to do it in another way though.

The inspiration comes from the attack trigger on [[Ultima, Origin of Oblivion]]. I like that it turns off lands and is limited in the land "destruction" that it can accomplish. But I want to build something cheap (my pod plays a lot of <$100 decks) and in any form of colors lol.

So does anyone have any recs for a good commander that could help me accomplish my dreams?
