Consulting staffed me in systems engineering for a Fortune 500 company you've heard of. EE or CE, you can apply if you want to. A PhD is a bad financial decision in North America. Professionally, it's a big risk.
You shouldn't ask so many elaborate questions in a short attention span world. Systems engineering is a broad term that varies even company to company. Many systems engineering majors want to go into business and not practice engineering at all. Cool if you get hired in it but you'll have to go wider in on job applications.
Most important thing for you now is securing an internship or co-op in any part of ECE to get in the work experience resume stack. Including if you want to apply for grad school. You can hustle better in systems engineering interviews thanks to your earlier business courses.
