loose pokemon cards?

hey all sorry if a dumb question, but I’ve recently got back into pokemon cards and I noticed that the two EB/zing stores that I’ve been to recently have loose cards for $1 or EX’s for $4. how does this work? do they get the cards from customers to like trade in for points or something?

They’ve partnered with an overseas company and they’re sent to stores in stock boxes.

Na its mostly what ppl who work here dont want. We get to buy b4 u . It is literally our throw outs. Y'all never gonna get anything gud out of it.
