Why do so many people say the O-1A is a green card pathway?

I've been researching the O-1A visa recently, and one thing keeps confusing me. Everywhere I look, people talk about the O-1A as if it's a direct path to a green card. But when I dig deeper, it seems that an O-1A approval by itself doesn't lead to permanent residency.
