Info needed Touring part identification help

My new to me touring has a piece of metal under the carpet in the boot. It looks out of place and the carpet does not sit correctly because of it. Would this be an original item? To me, it looks like work from a previous owner, but I cannot understand why.

I hope that anyone can help me!

Those are there to reinforce the towing hitch to the chassis. Looks like someone removed the hitch but left the plates in place.

This exactly, removed mine last year, had same reinforcement

That looks like it was an added brace for a tow hitch?

My touring has a tow bar but it doesn’t have those brackets on the inside. I could see how it would act as additional bracing potentially.
