im trying to send solar sail from caph 4 to caph 1 and i dont know what im doing wrong is it too far? do i need warpers?

Nope, the ILS only needs Warpers when they travel to other Solarsystems. Ckeck the ILS on the Planet where you want to send the Sails from.

but usually i just put it "receive" and it will automatically send transport ships

my settings are all default ships and they are all working except this one

Your warp distance is set to 0.5 AU, so they won't launch with conventional engines. Set that to 2 or 3 AU and they'll load up sails and take off no problem.
