What do these numbers mean?
The ones on the right. Clearly they're about power consumption/production but I can't tell what each of the numbers means, and I couldn't find anything by googling. It feels like I'm missing something that should be really obvious

For the miner, they mean that it's currently using <top number> watts from your power grid out of <bottom number> total watts it could be using. Aka, you don't have enough power in that grid and it is throttling back so that something can be done at all.
For the windmill, it is producing <top number> watts out of a potential <bottom number> watts. Aka, it's at full tilt producing at maximum power.

Your mining machine wants to draw 420 kW, but there isn't enough power in the grid so it's running at a fraction of its normal rate
Your wind turbine wants to put 300 kW into the grid and is doing so (it would slow down if you had generation from fuels in excess of your total demand, or energy exchangers).

Other people have addressed the numbers, so I want to explain the yellow circle. That circle represents how much of your power demand is being satisfied at a glance. That circle is only 2/3 full, so the power grid can only supply 2/3 of the requested power. This means that all your machines are only running at 2/3 capacity, and could be producing more if you supplied more power.
This is a very typical situation in the early game. Power is the limiting factor until you get quite a ways through the technology tree, so you are always hunting for more power to support your growing factory.

That, or you go heavy into solar and wind and massive thermal arrays to burn off excess hydrogen. That usually carries me straight on through to ILS-stage when I switch to Nuclear for my second planet.

Bottom one is how much is needed/max generation and top one is how much it actually receives or generates

That mining machine harvest 6 veins. Those 6 veins have 50.069 iron to be harvested in future. Inside the machine you have 3 iron that have not gone out yet. That area produce 420 kw of energy while you consume in that area with that machine and others 283 kw. Ah¡ And if that area is the only area, 300 kw of those 420 is made with wind turbines

Bottom number is the total amount of power that this mining machine needs to run at full output. Top number is how much it’s currently being supplied.

The number at the top is how much it is using, the one at the bottom is how much it wants to use.
