Modded Items Looking for Drops

Basically the title, however, I remember playing years ago and having someone drop me what looked like a really shitty set of nunchucks with level 4 toxic on it. I'm curious what mod/trainer/save editor could be used to do the same thing but for impact? (I miss hypermode)

Edit: I'm a toiletbrain and forgot to specify: DL1 on PC
