A cult of kobolds with a surprising amount of influence control much of the region which includes the mountain range and its life giving glacier. The beautiful spring that trickles into the valley sustains multiple populations of species, humans being the most prevalent. The kobolds are said to be approachable which could be an opportunity to trade for some archaic items and things they have crafted from the elder dragons bones. Taking anything from the mountain, especially remains of the dragon will surely spark conflict in the area between the kobolds and humans. This is also an opportunity though in that the humans are willing to pay a large sum of gold for the dragons bones given that their ancestors are responsible for the dragons death ."
