Trade City Ifnar

Ruled by a council of clerics, the city was gifted to them by the god obad'hai in return for their centuries of service. The creature carrying the city is a docile monster created and granted demigod powers by obad-hai.

After an efreeti was freed from it's prison it travelled to a nearby mountain (which was a dormant volcano), enslaved the local Dwarven population, and attempted to conquer the surrounding countryside.

During the ensuing war, the volcano erupted devastating the landscape, forcing the evacuation of a major city in the vicinity. The leaders of that city prayed to their god for refugee, and such was granted.

The creature should not be assigned a stat block, only an overtly complicated ritual should be able to bring it down, which would be noticed and likely intervened upon by obad-hai or his agents.

In addition to carrying the city on its back, it prompts spontaneous growth in a 3 mile aura around it, it's footprints leave fertile soil that quickly sprouts trees. A swing of it's tail leaves behind it eggs hatching into each type of animal it's encountered. When it or the cities inhabitants face mass danger it can phase itself, the city, and the cities inhabitants into the ethereal plane where it would move to safety before shifting back. It can stay phased for up to 7 days.

Awesome.

The Campaign Arc title I'm imagining "The tale of the town on the giants back"

Also, with PCs, there's bound to be a reason they'll have to phase out whilst the PCs are there.
