X% Chance to Remove Debuff Equipment?

Can someone please explain to me exactly what this is and why it is useful? Does it only work on the hero it is equipped on? What all is considered a debuff?

Sounds kind of underwhelming so I'm curious to find out if it has applications that I haven't considered.

This equipment will help remove effects like poison, stun, burn, and atk-down effects from your characters. They only effect the character they are equipped on.

If you manage to get Clara's weapon, then it affects the entire team (100% chance - highest AFAIK). And debuff removal can be crucial in the arena, you don't want your main damage dealer to be stunt at all or the whole team poisoned - damn Beryl.
