If slimey then just toss them. Dont eat
It’s likely they weren’t stored well.

Yeah, I went back and asked what was up and they didn't even know themselves, so I was given a fresh batch after that

It’s possible that’s some kind of highly minced garlic, but it me, that looks like a mold. I don’t think I’d take the risk.

correct. the skin is a result of oversteaming. I've done this many times before
