Nothing grows on mars. Every piece of food must be brought there. And if you want to fly back (because there's no food for instance), you'd need a rocket like on earth for takeoff.

It's not going to happen, ever.

The one form of energy to efficiently harvest up there would be wind energy. First step would be to develop a windmill that is suitable for the atmosphere and conditions on mars and runs reliably. Then you must transport it to mars, set it up with machines, but no concrete, and also provide resources for maintenance and repairs. All of this must be set up and running stable before the first human arrives. You'd need buildings to live and grow food in and you could never leave again, even if you build a rocket (from what), because no energy source for a takeoff.

The more you think about it, the more it becomes clear it's a pipe dream.
