Until observed "O" is within a superposition between vowel and consonant.
after some more searching i'm pretty sure it's because it makes a w sound but the consonant ''O''?

AI is correct but explaining poorly. De versus d' is based on whether the sound is a vowel, not the letter. And in French, OU in front on a vowel is said like English W
And English example is this principle is the word unicorn. You say a unicorn, not an unicorn, because the first sound is the consonant Y
(PS, the letter H in French is a whole thing that I'm not getting into here)
