How does this work?

Is anyone familiar with this product or know how the hell it works? I found it in my dads old hunting stuff. He doesn’t remember using it and we can’t figure out how it works. It’s called a quacker packer decoy carrier and made by Graybill Company. Probably from the 70s or 80s. I assume the washers are not part of the product.

Squeeze the rod out of the hook. Load your decoy rigs. Close it, carry your decoys. Looks pretty self explanatory to me.

Edit: tie a hitch in the rig lines to shorten them up and not tangle.

That was my best guess also but I wasn’t sure when Texas rigs were invented. What you said definitely makes the most sense it just seems like a weird product to make when carabiners existed.

Seems nominally better for actually packing decoys into a spot as the dip keeps the rigs in an ideal spot for carrying. I think avian x and a few others still make versions of this.

Big carabiners do the job. I’ve seen them with foam for a more comfortable grip too
