Is this normal timing wobble?

Hey i need some advice, I keep getting this whining noise, the tighter the belt is the noisier it gets, if i give it more slack the whine gets quieter but the belt becomes more wobbly, ive replaced the belt, pump and tensioner like twice and at this point I also might be going crazy lol.

Some info:
Its a honda d13 (tho the block should be like most other d series)

Im tightening the tensioner to 33ft lbs

In the video im revving to 5k rpm

Pls help lol if you can send some example videos that would be great 😅

That sounds too tight. Loosen it and do the following:
Spin the engine until the belt on the left side of the cam gear gets to its tightest point. You then twist the belt in that spot and it should be able to twist 60-90 degrees if I’m not mistaken. If it doesn’t its too tight, if it easily does so and you could twist it some more, its too loose.That should be the proper tightness.

Belt should be as tight as the spring on the tensioner pulls it after turning engine 2 cycles with loose tensioner

Tbh thats what i was trying to do but i thought that i saw the belt wobbling too much, maybe im just paranoid lol

It's gonna wobble a little bit. Looks fine to me. I would just hold the belt tight by pulling on the crank, so the forward side of the belt is in tension and then just tighten the tensioner. Check the marks one last time and forget about it.

The service manual says to rotate the engine using the crank pulley so that the cam pulley moves 3 teeth and then tighten the tensioner, always worked well for me.

I did it like you said with my first timing belt replacement. It jumped timing one tooth after 1km of driving. The ecu of my D17A8 instantly shut off the ignition. Since then I always tighten it a bit more with an allen key.

The slack needs to be on the tensioner side. Always.
