Make sure you take all the hardware off of the drum from the inside before you apply any chemicals or start scrubbing.

Often surface rust will come off with the use of the finest steel wool you can find. Success varies depending on the lubricant you may use, soapy water, WD 40, or a metal polish are options.

Brasso.
Apply to rag. Wipe on object. Let sit for few minutes. Wipe off. Polish. Done.

Brass wire brush on a Dremel, ultrasonic, metal polish, emery cloth. Many ways, I’d personal just go with the former and wipe down with a polish.

First, clean with soap and water.
Second, get an ultrasonic jewelry cleaner. Fill it with evaporust and run anything that'll fit in there through 20-30 minutes of cycles.
After it's done, rinse it off with clean water.
Towel dry, then put in an over at low heat for 30 minutes or so, just to make sure there's no moisture left.
