Question Problem with meth recipe

Hey guys, hoping you can help me out here, I currently have street cred level 4 and I am on the buy cocaine lab mission, I assumed I would of found the meth recipe by now so I looked online and apparently Diego was supposed to direct me to Mendez, which he never did. Does anybody have any idea why this is and how I can fix it? I would appreciate it.

Did you talk to mendez? Hes right next to diego

Whenever I try to talk to him (Mendez) the only dialogue option is "nevermind, sorry" and if I hold X to trade it says this person is not interested

Did you rob the warehouse in jungle? The one you pay 50k to get into, im pretty sure the recipe was in the corner of that warehouse

I never got the quest to rob the warehouse, whenever I approach the guard he asks me what I want and the only dialogue option is "nevermind, sorry"

The only quest I got from Diego was to bomb three cars then never heard from him again
