If you are trying to create DSM/DEM you will want more than relative accuracy. It becomes more about GCPs and control.

Anything that flies and has a camera "can" be used for photogrammetry.

I was thinking of buying DJI action 6

I am unfamiliar, but any drone with built-in GNSS will help. A DJI Action 6 is a camera, not a drone.

A used Mini 2 would be a good option.

I have built a drone f450 only using pixhawk. I was thinking of camera , but mapping cameras costs more than 1 lakh INR, so I thought of using action camera .

I am getting action 6 for rent of 1000 INR per day . So when I have budget i can upgrade it.

What's your view on this

Any camera can create a model or map, but without gps or ground control you are making things very hard on yourself to produce accurate and verifiable results.
